Owner Requested Information
The following items are now required to be inclusive of the contractors’ proposal:
- Estimated completion time for each building being bid. Time line shall be expressed in days to complete the project after receiving a building permit by Lake Mary until a Certificate of Occupancy is issued. If a contractor is bidding on both buildings, the time to complete both buildings shall be identified.
- Project references: Contractors should provide at least three references for similar type projects (please describe the project) completed within the past three years, with preference being given to successful projects completed within Seminole County.
Primera Property RFP Questions – 07/16/08
Question 1: Seminole Sheriff project has no panel schedule and incomplete circuit plan.

Answer 1 : Sheet A-6 indicates two (2) 200 amp, 3-phase panels and one (1) 200 amp disconnect, providing power to the 200 amp, 3-phase panel board in the server room. Since a 600 amp service entry transfer switch is being utilized for a total building load of less than 200 amps, it is left up to each electrical subcontractor for value engineering of which of the three panels they wish to use for circuitry placements. The cover sheet references the 2005 National Electrical Code, so application of the NEC is the guide for unanswered questions or interpretations. |
Question 2: Tax Collector project also has an incomplete circuit plan.

Question 3: Service riser diagrams on both projects are incorrect.

Answer 3 : If an incorrect design exists, please indicate what is incorrect. The plans are currently under review by the City of Lake Mary for code compliance. Until the review process is complete, use the 2005 NEC for any compliance issue in question. |
Question 4: Inside panels need to feed outside HVAC disconnects or HVAC sub panels.

Answer 4 : Since no riser diagram is indicated any differently as to supplying power to the A/C condensers, follow the panelboard schedule as indicated on the Tax Collector’s Sheet A-9. It denotes the exterior condensers are being supplied power by the interior panels, with exterior disconnects or panels as shown on Sheet A-3. Use NEC for any compliance issue you may have. |

Question 1: Tile selection - any specifications on type of 4" ceramic tile base border. |

| Answer 3 : Insulate perimeter and restroom walls with a minimum of 3 1/2" (R-11 value) batt insulation.. Existing 6" Batt insulation at bottom chord of trusses will be the "lid" of the energy envelope, with no additional insulation required above the ceiling tiles, per compliance with the new energy code mandates. |

Question 1: With the plans for the build-out at 845 Primera Blvd. not available this morning and with potential savings to be derived from bidding both buildings as one project, can the July 11th due date be changed to allow more time? |

| Answer 1: Yes, the building drawings and specifications for the 845 Primera Blvd. building will be available for pickup at the Office of the Tax Collector, 1101 East 1st Street, Sanford, Fl. by 2:00 P.M. on July 7, 2008. The due date for submittal will be changed from July 11, 2008 to July 18, 2008 and bids will be due at the same time and place as specified in the original RFP. Contractors are advised to submit costs for each building separately and, if they so choose, to submit a third submittal identifying the reduced cost for each building with a sum total if the contractor is awarded both buildings. Contractors may bid on only one building if they so choose. |
Question 2: Will the selected contractor be responsible for the purchase and installation of the A.C. units. |

Answer 2: Yes, contractors should identify the purchase cost and installation cost for the air conditioning units identified in the drawings. |
Question 3: Truss Engineering – has there been compensation calculated in the trusses to handle the weight of the A.C. Units. |

| Answer 3: The specified A.C. units weigh approximately 230 pounds each with the load bearing capacity spread out over two trusses. It is our contention that, if the units are placed correctly on the trusses thereby distributing the weight of the units over four points on two trusses, there should be no issues with the trusses supporting the weight. Contractors however are advised to seek clarification from the City of Lake Mary regarding any applicable building codes relevant to this question. Angle Truss, P O Box 1091, Tavares, FL is contractor of record on the truss system. |
Question 4: Are roof penetrations allowed? |

| Answer 4: Neither the owner nor the architect is aware of any possible need to penetrate the roof. If the contractor determines that a roof penetration would be necessary to meet items set forth in the drawings, the reason should be identified and addressed with the owner. If such action is approved, the original roofing contractor would be enlisted to perform the work to ensure that current roof warranties are not voided. |
Question 5: Are you requiring wood walls, or either wood or metal? The plans call for 3 ½” walls against the exterior block walls. Do you need that space? Would furring strips be acceptable or smaller metal? |

| Answer 5: We are requiring wood stud walls. The perimeter wood studs shall be at 3 ½” to allow for maximum insulation for LEED-type certification. The 3 ½” stud wall will allow room for electrical applications and also for future “cut-in” boxes and chase areas, should we need to install communications, low voltage or electrical expansions. |
